Money is always the best string that things don't fail. E.g.: MIRs could be
organized/overseen by IXP. Each ISP wanting to contribute to MIR has to have
a contract with the organisation running the MIR. And high penalties
guarantee that the MIR is still there even "if the ISPs in question stop
liking each other".

Obviously the big advantage is that this model scales very well.
