RIPE can only sugest to people to behave like good citizens, explaining
the reasons for it from the community perspective and also tell them
why their mileage may vary anyways. There is no way RIPE or the RIPE 
NCC can pressure ISPs to change their behavior.

They only way to improve this is for their peers/upstreams to put 
pressure on, either by talking or by charging for announcements.
