The advisory attribute is no longer used.  

To my knowledge, it was exclusively used when the NSFnet stopped paying
for ANS's backbone and the policy makers needed a way to transition from
merit's PRDB to merit's RA IRR database.  It stopped being used once
AS690 (ANS) put together it's incredibly complex aut-num.

For AS690, just drop it.  AS690 no longer exists as a publicly
accessible ASN.  For the others, I would suspect that they are
just gorp that you mentioned. . .
