I'm not sure if this field is anyway obsolete right now.

As far as I can remember this attribute being used for transit into the
NSFNet backbone. If your route-object did not specify this attribute, your
prefix would be allowed to transit through the 'backbone'..

After the privatization and introduction of diverse carriers this attribute
became obsolete, and my guess is, that nobody uses it for broad known
mechanisms anymore today.
