RPSL phase ii at RIPE NCC

The RIPE NCC is now running a version of the RIPE DB code modified by ISI to 
support RPSL.
The server is running in the configuration specified by Phase II in the 
"RIPE-181 to RPSL transition plan" (ftp://ftp.ripe.net/internet-drafts/draft-ie
tf-rps-transition-02.txt)
This phase of the transition plan aims to allow users to get familiar with at 
least part of RPSL while keeping RIPE 181 as the language in the production 
database.
It is essentially an experimentation phase.

(Note:
Due to a problem in the interaction between the real-time mirroring in the 
RPSL version of the code and the production database, synchronization of the 
two databases is currently done only once a day (during the night). This will 
be fixed soon.
