To our dear American cousins it could be a small town in the mid west, for
example, Cairo (Illinois), Rome (Illinois) and Paris (Illinois). Hence their
tendency to qualify with country, for example, Cairo (Egypt), Paris (France)
and Rome (Italy).

I'm somewhat disappointed to see the RIPE NCC adopting the habit though.
