No we will NOT block the creation of such handles.
It doesn't matter whether the handle existed or not before as long as 
now it is used for IP related issues.

What we will do is track the creation of significant amounts of 
unreferenced contact data.

Ideally we would like to implement a regular clean up so that the 
situation does not build up to what we have now again.
