Plenary minutes RIPE 31 - 2nd Draft

Dear Colleagues,

On Monday 7th December 1998 the first draft of the minutes of the 
plenary session of RIPE 31 was published. In the meantime we have 
received the following additions/requests for changes:

- missing reports from working group meetings have been added
- minor change to action point in the IPv6 working group report
