RIPE27: terminal room information

As with previous RIPE-meetings, a terminal room will be available.
DCU, the local host, provides PCs with MS-Windows and also 
made provisions for connecting laptop computers.

Note that for the laptops European style power sockets will be
available, so in the terminal room most people can do without
an additional adaptor.

For those who need to set packet filters, the terminal room 
will use addresses in the range 136.206.113/24
(i.e. 136.206.113.1 - 136.206.113.255)
