I think it's more important to deal with the taxing environment !
E.g.:
E0 transit (neither source nor destination within EC)
E1 source or destination within EC
E2 source and destination within EC
TA tax paid abroad
TB tax prepaid bulk (ship twice as fast, ignore TS)
TR tax refund requested
TM tax refund requested multiple (for multicast)
TX tax exempt (sent on behalf of or under EC contract)
TF data sent/received at a free port site
TS special arrangements
(have all routers consult central EC database before dealing with
packet. That's for sites like CERN, ITU/CCITT, DANTE, UN,...)

just have an April's fool day whenever you feel the need for it...
