What you are seeing here is UDP packet truncation,
and has nothing to do with the root servers.
There are too many A records to fit in one udp packet.
Apparently you are using a DNS query tool which cannot
handle this properly.
For a more robust tool, I recommend contrib/host from
the BIND distribution (for the latest version fetch
ftp://ftp.nikhef.nl/pub/network/host.tar.Z)
