It looks like the transition to the commercial Internet has begun... ;-)
They suggest to "contact your Service Provider"..., so Which are
"the listed Service Provider" cited above?
There should be somewhere a correspondence assigned-block <-> service-provider
at list this is what I would expect from such a message...
