Announcement of new mailing list

A new mailing list has been created to facilitate discussions on the
reorganisation of RIPE.  This new mailing list is called : 

		new-ripe@localhost

To subscribe to the list, send a mail to majordomo@localhost with
the body text :  

subscribe new-ripe@localhost  [<your email address>] 

Due to a minor oversight (hmph ..cough)  the announcement mail *was* sent 
out - just not to the right people..so apologies to everyone who
didnt receive the announcement.
