Seems you never do mass PI registering ;)

Yes, they sometime requests different unexpected things, like translations, 
users agreements, invoices for hardware listed in request and others. And 
almost anytime - registration papers.

P.S. The question is still exists: what kind of documents these requirements 
are based on?
