Just for the record too...
The acronym LIR is also used and documented by ARIN at the link below
and in many other documents (do a search on the main page...)
http://www.arin.net/policy/ipv6_policy.html
If my memory is correct, the IPv6 policy quoted above is actually common
to all RIRs.
