I strongly oppose this. There is nothing special about a TLD name server
(or any name server, to be precise, that is not a root name server).
Neutrality doesn't come into play - as soon as the TLD holder purchases
connectivity anywhere, he isn't neutral anymore anyway. I see using
upstream space not significantly different from using upstream
connectivity.
