You need to pass, as I understand it, authorisation on the inetnum the route
is for, the autnum you're originating from, and the existing route object if
you're replacing one. 212.249.0.0/16 is mnt-by RIPE-NCC-HM-MNT, so you fail
the first check.

Ask RIPE nicely to add mnt-lower and mnt-routes as AS702-MNT to the
212.249.0.0/16 inetnum object and you should be away.
