Hello there colleagues,

it seems NCC's Majordomo don't allow documents of about 50k to pass, so
here is modified version.

I've made some kind of "unified diff" between old and new documents. I'd
tried to eliminate trivial changes such as "a LIR" -> "an LIR". after '@@'
there are chapter names.

Also, it seems to me that some small amounts of data had been lost -- some
words enclosed in angle brackets and looking like sgml/html tags.
