I agree with this and with Randy's comment that an exchange point can
use someone else's address space for the extra services, but I also
see a potential problem with it:

They will still want to multihome the networks they use for those
services anyway for a plethora of reasons.

In my opinion something like a /60 would be a reasonable tradeoff.
