Dialups should be forced to use their ISP's smtp relay. There should be
implemented enough checks, like ensuring valid mail froms and starting
off all sorts of bells when recipient count gets too high. These two alone
would reduce spam alot. If one adds forged header checks and sender
ident, he'd be perfect. Mailinglists distribution might be also enforced to
controlled arrangement. Although these measures might be unwelcome
by some customers, most legitimate users can live with it. Just thought.
