Yes, but you can't also use something you don't have. :-)

Step 2 (using) is happenning really slow, and Step 1 (receiving) is 
unfortunately very near Step 2's growth rate. :-(
There are *still* some gaps in the policies on how one gets address space, 
which is imho keeping away some people/companies.
The "implicit" hurdle for transit providers to get their own address 
space (by setting a N-customers rule...) was probably one of the strongest 
victories of "we should stick with v4 forever"-advocates. And btw, i don't 
feel that group of people has got smaller. :-(
