You have to be an LIR to request an IPv6 allocation from RIPE NCC.

The more interesting question is if I am a LIR, can I ask other LIR to
get /32 allocation for me? :)


according to the current policy, no.
That doesn't even work for IPv4.

Only LIRs get Allocations ... End-Users get Assignments.
And for now that's a good idea IMHO.
