To be sure, LIR can not request /32 subnet for it's customer, even If
customer need and LIR agree for customer needs.
It's not important for customer to get allocation directly from RIPE. It can
be allocated from LIR but /32 is needed to be not filtered in BGP peers
because theoretically smaller PI addresses in IPv6 world not exists in RIPE
region.
