It depends on how you handle it.  My line of reasoning is "we don't have
enough experience to judge how things will evolve, but there are some
serious doubts on whether we can handle unreasonably large number of 
BGP routes - so we put a limit in there, and then reconsider in a few
years whether our strategy is useful or not".

I don't really expect the "5000" number to be a serious issue - but if
it turns out to be, policy needs changing, of course. In whatever
direction.

As nobody is preventing you from becoming an ISP, this line of argument
is completly cr**.
