If the server is to act as a recursive resolver for your clients, it 
will have to do v4 and v6, as most servers out there do not speak
IPv6...

If the server is only to serve as master for a given zone, it does
not necessarily have to talk to root (or other) servers, but chances
are that a v4 client will query it - so v4+v6 will also be recommended
then.
