SAFE update - week 3

This week we found:
    23280 Smurf Amplifiers addresses replied with two or more ICMP packets
    4.853 was the average amplification.

The number of open amplifiers dropped by almost 200 this week, by almost
0.5.
There were also a few *very large* (3000+ reply) amplifiers that appeared
to spring up over the last week.

Contacts for the affected netblock will be recieving notification over the
next 24 hours.
