other is pretty large. I expect that many are behind firewalls, some are
beyond the diameter of the network, or the dynamics of the routing system
may have some effect.  In general these are systems that generate at least
one valid response to a query and then go silent.  This effect may also be
due to poor placment of the servers in the topology.
