Where to go of course depends on where you are. NORDUnet has
recently aquired access to a high-speed trans-atlantic circuit
provided by US Sprint and Tele2, and in our case it made most
technical sense to terminate the circuit in the NY NAP facility,
at last partly due to the current and expected future presence of
other major US service providers there. Note that some part of
this facility is designed as a "Euro-NAP" so that if another
high-speed european circuit should show up in the same location,
we can talk to each other directly without affecting the load of
the physical US NAP installed in the same facility.
NORDUnet, btw., is the networking organization with primary
purpose to take care of the international networking needs of the
academic and research networks in Sweden, Finland, Denmark,
Norway, and Iceland (these national research networks are also
the owners of NORDUnet A/S).

I'm not sure what you mean by "large" and "guaranteed". As far
as I know, currently it is difficult to give real, enforceable,
and hard guarantees for available bandwidth, especially across
provider boundaries; basically what you can do is "do your best",
and doing so generally requires the cooperation of or at least
the coordination with the providers you need this high-speed
service to.

it should contain some more information with relevance to your
question if the european networking scene is of relevance to you.
