Interchange point

I've just joined the EOF list, so apologies if this has already
been asked.

What I'm looking for is information about and experience of
setting up a local data and routing interchange point.  In
Ireland, we've got a small but growing number of network
service providers.  Each hs its own international connection,
some have bilateral arrangements to exchange traffic locally,
but there is no neutral interchange point.  HEAnet would like
to see that such a point is established.

So I'm looking for guidelines on how to proceed.  This includes
technical requirements and a financial model.  We would offer
connections via leased line.  How should we 
charge in terms of setup costs, management
charges, access- and volume-related charges?

Any help would be much appreciated.
