    is not responding anymore, whereas www.isticom.it does.

According to http://www.nic.it/cgi-bin/Whois/whois-eng.cgi, the
domain still exists. That is  it didn, what one you could do is to
register the domain istsupcti.it. Then you can take over the
delegation. The domain expires 2008-09-20, so after that date it
is free game.
