You are asking me to explain what goes on in the minds of the IESG? I'm
just middle management. :-)
There were certainly some technical issues that had to be resolved and the
IESG did need to formally present a report to the IAB on what the issues
have been. It is my understanding that those issues have been resolved and
that an appropriate liaison statement to the ITU-T is being prepared at this
time.
