[enum-wg] DNSMON for enum zones

Hi,

I was trying to RIPE NCC DNSMON service for our 0.2.4.e164.arpa and it
was suggested to open this issue on enum-wg, since DNSMON is available
only for TLDs according to current policies.

I think it would be good idea to change that policy to include ENUM
zones as well.
