I wouldn't consider that to be a problem
but a benefit. Just because the TSPs registerthe ENUM domains and
administer the zone data, does not mean that will keep them from
offering a front-end for users/customers. They will be forced to
do that for reasons of rationality. Think of the workload if a TSP had
a call center up and running just to get everybody's data into the
DNS/ENUM-system.
Carrier-based ENUM is probably the easiest (maybe not the best)
way to protect the privacy of customer data.
