It's for sure "User ENUM", 8.4.e164.arpa. You can see, it's "public" DNS.

Access to the ENUM Registry database (I have called this "production
system") for ENUM domains registration/maintenance using EPP is ONLY for
TSPs. End-user MUST go (unfortuanately) through his/her telco to register ENUM
domain name under 8.4.e164.arpa to register ENUM domain.
