Oh, no... not back to that discussion again! :-)
My issue is related to the requirement of having 3 members without
"default:" on their policy.
I can live with 3 (i think even 5 or 10 would be a better number), however
what i dont see fit is having the requirement for not defaulting.
Example:
a+ small country [somewhat different reality]
b+ 6 ISPs (6 autonomous systems)
c+ 2 tier-something carrier
d+ IXP has 8 members (b plus c)
Outcome: IXP doesnt qualify to get an "IXP allocation"
(/48 or /64, i dont mind that...).
