Let me report informally here broadly the consensus position reached at the Taskforce meeting, as I saw it. I'll list them as separate points.

1. Some mechanism is needed to allow a forum for review of these matters, and to maintain the report of this Taskforce as a living document. (strong consensus)

2. We should therefore form a Working Group (fairly strong consensus)

3. It should not be called the "Enhanced Cooperation Working Group", nor should the Charter explicitly rely on that term, as this comes with a set of baggage that is open to misunderstanding. Instead, we should come up with a new title and not adopt the charter in the current draft of the report.

4. We should not formally create a WG until we have agreed a title and a charter.

5. We need a little time to discuss and agree on what the Charter and title should be. While there is a lot of support for doing this quickly, and there was strong support for having the WG up and running at RIPE57, the consensus was that this couldn't be completed this week.

As well as this, I personally believe both the impact of the Taskforce's report and the value and legitimacy of a WG will enhanced in the eyes of outside stakeholders if we are able to say in simple terms

	"RIPE accepted the Taskforce's report and followed its
	recommendation to establish a WG".

This is another reason to want the formal start of a WG to coincide with the completion and dissolution of the Taskforce. However, that doesn't mean we should hold back from preparation in advance.

I am therefore planning to propose to the plenary
i) to acknowledge that in principle a WG should be created in this area, and to expect a formal proposal to be circulated in advance of RIPE57 for approval at the very start the meeting
ii) that time for a WG meeting be scheduled at RIPE57 in anticipation
