[ec-tf] I suggest creation of a "collaboration wg" already now on Friday!

Dear Task Force members, contact persons and chair of RIPE!

Unfortunately I had to leave the meeting early Monday due to a lunch  
commitment. I am happy I saw consensus that we should create a working  
group, but I did not see (when I left) that we had consensus on  
whether the wg should be created this week (i.e. tomorrow) or at  
RIPE-57 (or later).
I personally very much is in favor of creating this wg earlier rather  
than later, and I see a number of reasons for that. One of them being  
that RIPE NCC the next couple of months most certainly will be asked  
to make statements on behalf of the RIPE community in a number of  
questions due to upcoming OECD and IGF meetings. As you might remember  
this was one of the three main reasons I thought personally this wg  
should exist. The other two being keeping the document Malcolm has so  
well created updated, and creating a space for discussions between  
governments and RIPE community. To start with by having more  
presentations similar to the one Detlef had during the EOF related to  
IPv6.
As I have not seen any discussion on this list since the meeting, I am  
bravely throwing out a proposal. And the proposal is to ask for the wg  
to be created on Friday. So that we do get the mailing list, archive,  
help from RIPE NCC staff with administrative procedure, and in time  
(well in advance) ability to work hard to get the wg meeting at  
RIPE-57 a success.
You can see I have proposed Martin and Maria, both hopefully well  
known to our community, as proposed wg chairs. But let me emphasize  
that that is only a proposal from my personal point of view, and  
discussions around that choice should of course, as always, be  
separated from the question on whether the wg should be created.
As I do not know whether Maria and Martin is on the task force mailing  
list, I am also cc:ing them explicitly.

Collaboration Working Group

The RIPE community decision-making processes are open to anyone,
meaning that anyone with an interest can suggest policy, take part in
reviewing documents and participate on mailing lists and at RIPE
Meetings. To encourage participation from people and organisations  
outside the
traditional RIPE community, a number of special outreach programs
have been developed, including a series of "Governmental Roundtable
Meetings", at which RIPE community members and government
representatives can meet and discuss common areas of interest.
Government representatives participate in RIPE Meetings, and the RIPE
NCC actively reaches out to governments and others in the public sector
to inform them on issues related to the RIPE community and engage them
on issues related to RIPE and RIPE NCC activities.

The Collaboration Working Group is a forum for discussion focusing on
collaboration between the private and public sectors on Internet  
matters.
This kind of collaboration has taken on increased prominence in recent
years, as the wider Internet community strives to ensure that all voices
are heard and the interests of all parties are considered. Fostering  
more
open dialogue between all stakeholders is vital to ensuring the  
continued
stability of the Internet.

The working group discusses the following:

1. Topics raised by working group participants that are of interest
to both the public and private sectors

2. The RIPE NCC's current outreach activities will be reported, and
the RIPE NCC will seek advice and guidance on future activities.

3. The working group will develop and clarify the RIPE community's
position on issues that are of relevance to the public sector or on
which a community position has been sought

4. The working group will be responsible for maintenance of the RIPE
Document produced by the Enhanced Cooperation Task Force, describing
the RIPE community, existing policy development processes and
outreach programs

The working group is also an important channel through which the RIPE
community can communicate with others in the "Information Society".
