No. The infrastructure is the responsibility of the operating
organisation. This includes the software brands/versions. There are
root-servers running BIND 8, BIND 9 and NSD.

The data that constitutes the root-zone (used by ORSN as well) comes from
ICANN. Thats it as far ass ICANN is concerned.
