This is true as long as the old IP address is taken out of service,
i.e. doesn't answer "." DNS queries at all or - as in this case - continues
to serve the "right" NS RRSet.
And, the ftp copy is not necessary, because "dig @${X}.root-servers.net. . ns"
does the job (for $X in A .. M) - unless you trust the DNS less than you
trust ftp - after the "root-servers.net" zone will have been updated.
