Since nobody answered this, let me make some remarks...

I have a question and maybe you guys know an answer for it...

we are a belgian company and we are very interested in running
our own domain registration for .be domains... or even for
    .com,.net or .org domains...

There are already a lot of .com,net.org domain registration
companies but for .be there is only ONE... is it possible to
have 2 official domain registers in one company ? We would like
    to be one...

You should make a difference to a registry and a registrar. Normally,
a TLD can only have one registry and 1 or more registrars. I'm not
sure, but I think that the Belgians are running a conbined
registry/registrar model.

I suppose we have to pay quite a lot for it but we have financial
    investors to realise this project...

we are also interested to become a .com,net,org domain register...
Could you tell me where i have to with these questions ?

See http://www.icaan.org, the specific rules are spelled out at
the page located at http://www.icann.org/registrars/accreditation.htm.
