Actually I quite like Jon's proposal but it was not quite the same
as you suggest. Replace .DE with .PVT below.

Have to the the current DE-NIC consortium to agree to this and they probably
wont...

Nope, but it still doesn't help finance a NIC for DE or replace DE
with your favourite European TLD.
