ASCII text is basically okay.
HTML does have a few advantages, like bold, italics, anchors (useful for
footnotes, table of contents, that sort of thing), tables, and images.
Plus HTML expects text to flow, meaning it takes up as little or as much
space as my browser has, rather than marching along at 70 characters per
line.
I suggested HTML because it should be trivial to provide such a format
with whatever word processor (likely MS Word of some vintage) was used
to produce the manual, preserving everything except page formatting. And
for selfish reasons, because I expect to use my browser to look at it
90% of the time. :)
