It's not that they have an IRT object with bad contact information but that
they don't have one. That's why I wrote:

Not having an IRT object does not mean that you won't get an answer when you
mail the right address, which seem to be the the abuse-mailbox attribute in
their role object. But where there are multiple conflicting methods for a
provider and some messages bounce you can be fairly sure that they aren't
interested in acting on reports. If that's the case then you can adjust your
effort and actions accordingly.
