You can specify either a override password or pgp key in the password
file. But the easiest way, that also simply works is to create a gzipped
sample.db.gz into /var/tmp/load/<registry> and then use the make_db or
load_all.sh scripts to load them into the database, basically
bootstrapping it with something useful.
