[db-wg] How to create a new mntner object in a local RIPE DB installation?

Hi,
 I have a local RIPE DB installed successfully. Have also created person
and role objects,
however not able create mntner objects using e-mail submissions. Keep
getting reply saying
it should be created manually. No luck going through the documentation.
Can someone please
point to the right info if I have missed or let me know what manual
steps need to be taken.
