You're right in stating that AS Numbers and PI ranges are assigned to 
end users rather than to the LIRs that request them.

If the end user no longer exists then we can clean up the database and 
make the unused resources available for assignment to another network - 
after a suitable quarantine period.

If the LIR that requested a resource is making the report then 
contacting us in the ticket that was used in the request is useful.

best to help sort things out.
