"Other users" are at least interested in the latest modification date
and the address of someone to report problems to. When I find wrong
information (mostly bouncing email addresses) in an entry I usually
send a note to the address in the last "changed" line.

SPAM hysterics is a problem. There are reasons to review the use
and purpose of the "changed" field. But let us not tie both topics.
