My original proposal in RIPE22 was a very simple one:

Create a new attribute: `refer: URL`

We could then make objects like:

domain: COM
refer:  whois://whois.internic.net/

or

domain: NL
refer:  whois://domain-registry.nl/

It would then be quite easy to refer to external non-compatible servers
like the InterNIC one. It will also allow for completely different
protocols as http.

But you might have better ideas ... This proposal might be too simple.
Of course there are also other efforts like rwhois that might (at least in
theory) have good referral mechanisms.
