AUTHORISING A MNTNER OBJECT

I am attempting to edit the inetnum object as per below,

Unfortunately the change failed due to "the proper
authorisation for any of the mentioned maintainers".

Ca you please advise on any reference material/document or process which 
may assist in authorising the mnt-by object.
