There is currently no inter-RIR authorisation performed. We allow creation of AUT-NUM objects from AS-BLOCKs allocated to other RIRs, and also allow ROUTE objects in IP space allocated to other RIRs.

There is a plan for providing authentication from space from other RIRs, but this is not a very high priority until the community indicates that it is. I think it probably does not cause enough problems for people to worry about it too much. In any case, the solution is not perfect, because neither LACNIC nor ARIN currently speak RPSL in their allocation database.
